I remember reading on some techie site about a place in East London where there was some “community broadband / cable TV package”, where you could look at CCTV on either your telly or your PC, and there was initially plans for a button where it was an instant notification to the Police if you spotted anti-social behaviour. Think the scheme was shelved or toned down because of human rights worries..
in some US states the spare cable TV channels show feeds of the street cameras (although TBH I don’t see a problem with access to traffic cameras which only point to roads rather than residential areas)
