i guess so; but its also a particularly snide way that public sector management can get away with moaning about “political correctness” and “relaxed dress codes” without breaching diversity policy.
I worked as a Civil Servant for some years until fairly recently.
It was clear that despite the relaxed dress codes that amongst the men those who usually wore shirts and ties were treated better than those who did not (although wearing street clothes on a Friday was seen as OK); and ladies who wore their casual wear instead of formal business wear (particularly they were good looking) were given “suitable advice” by the older women who were their managers and/or given more menial jobs than more conventionally dressed people.
If someones in power they can get away with prejudice however PC an organisation tries to be.
