its a fairly remote rural area of Japan – and TBH technological advancement is not the same as social advancement or ecological awareness…
this is a nation with a history of warfare and despite losing they won back the power via the market economy (even after an atomic bomb devestated a major city!)
despite outwardly looking like a “cool” place compared to other East/SE Asian nations, Japan still has a conservative, patriarchal society run by the same people in charge around world war II – not the best framework for environmentalism to thrive
To be fair though there is a lot of opposition amongst urban Japanese to this slaughter, and the only bit of “hope” is that the market for dolphin meat is declining as the animals are contaminated with mercury and other poison that pollutes the seas round Japan.
