actually thinking back to other crime reports I have read similar has happened in London though its usually water contaminated with bleach or other mildly irritant chemical. Usually those in certain inner city communities who are pissed off with their own life and want to make others feel worse.
At least its not as bad as hong Hong Kong, where large bottles of concentrated sulfuric acid (widely sold as drain cleaner in traditional hardware stores worldwide) were randomly dropped from high rise city blocks into crowded streets of shoppers (so far only one suspect has been caught and these attacks happen every few years.
