At the time (mid 90s) there were a number of initiatives into non-lethal weapons. One that saw the light of day was the carbon filament round, designed to overload power cable transmission and used in the bombing of Serbia.

Mind you, I don’t think the gay bomb was ever going to limit casualties. Sexual orientation is not a guide to lethality.
