They can be bought but usually will come as part of the whole horn assembly.
What is your reason for wanting them? They have a specific application for the horn, driver and cabinet that they fit together with and you wont get decent results by just bolting them on to any driver and horn assembly.
In that case, have a look at this. It explains phase plugs and even gives tips on designing DIY plugs. It’s really not worth buying one and shoving it on any old driver in any design cab.
It’s certainly not cheap by any means, but if you are considering DIY then maybe look at the PornHorns from Pro Audio Parts. It will cost you around £800 a cab fully loaded and wired etc.
Considering it will only be another £100 quid and will have a pro finish and mean you don’t have to do any work, then yeah, I reckon the £900 tag is a very reasonable price.
If you search about you can probably pick up some decent branded Martin Audio, ASS, Boke or Turbosound (etc) mid tops for a little less than what the PornHorn costs. You wont find much better brand new though.
