I know that you can use Cubase for video editing, and there is also the built in Windows Movie Maker which can do some simple cuts and effects with music laid on top.

I’ve never really dabbled with either to make videos though and I’m sure there are other people on here who can help out with a bit more experience. USE could probably help.
